Dr. Hellen (Haixiao) Zhang has over two decades of experience representing Fortune 500 companies and large SOEs in regulatory compliance, foreign investment, and intellectual properties in China and abroad. Prior to joining AnJie Law Firm as senior partner in February 2019, she worked at Zhong Lun Law Firm as equity partner for 10 years, Weil Gotshal & Manges LLP, Jun He and other leading international and PRC firms for more than 10 years. She was also the main PRC legal counsel in leading IP negotiation for Shanghai Disneyland Project for Chinese Shareholders and has worked with various government agencies in Shanghai at both legislation and regular advisory levels.

Dr. Zhang was a committee member of Administrative Review of Shanghai Pudong Government, the vice-chair for women business lawyer committee of Inter Pacific Bar Association (IPBA) and a member of legal expert of Shanghai Municipal Financial Regulatory Bureau, and is one of the main legal counsels of Shanghai Municipal Commerce Commission. Dr. Zhang is one of key advisors to the local legislation for the draft Shanghai Regulations for Security Review of Intellectual Property Import and Export, Implementation Rules of Foreign Invested Enterprise Law and Shanghai Foreign Investment Promotion and Protection Regulations.

Dr. Zhang is vice president of Shanghai Overseas Returned Scholars Association, Chairperson of University of Pennsylvania Alumni Club of SORSA. Recent articles include IPRs and the First Phase of China-US Economic and Trade Agreement, Interpretation of Shanghai Foreign Investment Regulations, Practical Issues Regarding Commercial Bribery (in Chinese and English), and the Chinese chapter of Anti-Corruption Laws and Regulations (in English).

张海晓博士在合规监管、外商投资和知识产权等专业领域拥有代表500强跨国公司和大型央企超过22年的丰富经验，2019年2月加入安杰律师事务所，之前曾在北京中伦律师事务所担任权益合伙人长达十年，及在国际律所美国威嘉律师事务所(Weil Gotshal & Manges LLP）和北京君合律师事务所等工作多年。张博士还是代表中方与美国华特迪士尼关于上海迪士尼乐园项目知识产权谈判的首席法律顾问，及代表上海市地方金融监督管理局成功处理其成立后第一例金融监管诉讼案件。

张博士曾担任上海市浦东新区人民政府法律顾问和环太平洋律师协会（IPBA）商业女律师委员会副主席，还曾担任浦东新区行政复议委员会委员和上海市地方金融监督管理局法律专家库成员，及担任上海市商务委员会兼职法律顾问，作为专家曾向相关政府主管机关提供《上海市知识产权对外转让安全审查细则（试行）》、《中华人民共和国外商投资企业法实施细则》（草案）和《上海外商投资促进和保护条例》（草案）等立法建议。

张博士目前担任上海市欧美同学会的副会长、留美分会副会长兼秘书长和美国宾夕法尼亚大学校友会会长。近年发表文章有《知识产权和中美第一阶段经贸协议》、《上海市外商投资条例》相关解读、《商法贿赂实务问题》（中英文）以及《反腐败法律法规中国篇》（英文）等。
